On-line Human Rights Seminar

Innovative On-line Human Rights Seminar
Launches at end of February 2006

The Spanish organisation, Documentation Sciences Foundation, has launched an on-line human rights conference covering a five-day period from the 27th February to the 3rd March. In order to reach as wide an audience as possible, the Foundation is using Interwise conferencing technology to broadcast the conference across the web.

The conference itself is loosely based around Article 25 of the Universal Declaration of Human Rights which covers “the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.”

The Seminar on human rights will be given by members of the Brussels–based European Foundation for Human Rights and Tolerance and will be focused around audiovisual to show how human rights education can be effectively performed using modern communication media.

This conference takes this theme and taking advantage of the benefits of the world wide web, plans to get a broad cross section of people involved in the subject. With the participation of different national and international institutions as organizers and collaborators, the Documentation Sciences Foundation have directed their efforts as a whole to carry out this Seminar, where the role of Information Technology towards human rights will be discussed.

The Seminar is to be held annually, focusing on a particular area every year, serving as a stimulus for the collaboration and the exchange of ideas between multidisciplinary professionals from all over the world interested in the Information Technology and its relation with Human Rights.

Summer 2006 Professional Training Program

The Peacebuilding & Development Summer Institute provides knowledge, practical experience and skills for practitioners, teachers and students involved in conflict resolution, peacebuilding, humanitarian assistance and development. The Summer Institute will focus on various approaches to mediation, negotiation, facilitation, reconciliation and dialogue, particularly in conflict-torn and developing regions. Participants will explore innovative methods of promoting cultural diversity with respect to public policy, community and religion, war and post-conflict environments, while expanding their knowledge and skills in a participatory and interactive learning environment. Participants in the Summer Institute will be exposed to leading professionals from the fields of public policy, peacebuilding and development.

The summer 2005 Institute welcomed over 200 participants from 25 countries. The participants came from varying backgrounds ranging from international agencies such as the UN, World Vision, CARE, Mercy Corps, USAID, as well as scholars and practitioners from a variety of community organizations. They were joined by Master's degree students from the International Peace & Conflict Resolution division and the International Development division within the School of International Service.

The Peacebuilding and Development Summer Institute is one of the first programs specifically organized to bridge the two fields of peacebuilding and development. Participants choose from one of three trainings offered weekly, and participants may attend for either one, two, or all three weeks. The trainings are:

HREA Distance Learning Course 4E06:
Human Rights Monitoring
6 September-28 November 2006
Instructor: Dr. Krassimir Kanev

This distance learning course provides participants practical guidance on how to monitor human rights. Participants will be introduced to the doctrine and methodology of human rights monitoring, primarily as developed through the work of international organisations and NGOs, such as the Committee for the Prevention of Torture, the International Helsinki Federation for Human Rights, Amnesty International, Human Rights Watch, Association for the Prevention of Torture (APT) and national human rights NGOs. The participants are supposed to acquire theoretical and practical knowledge on the principles and the methods of human rights monitoring and on monitoring of specific institutions and situations. The course addresses approaches to identifying human rights violations, information-gathering, interviewing, monitoring some basic human rights and freedoms in the context of closed institutions, camps for refugees or IDPs, trial observations etc. It deals with preparation of reports, advocacy, interventions with international monitoring mechanisms, local authorities and other follow-up.

HREA Distance Learning Course 9E06:
Introduction to the European System of Human Rights Protection and Promotion
11 September-3 December 2006
Instructor: Dr. Gerd Oberleitner

This distance learning course provides participants with practical guidance on how to protect human rights through the European human rights system, and specifically the institutions and treaties of the Council of Europe. Participants will be introduced to the main European human rights conventions and jurisprudence, primarily as developed through the European Court of Human Rights. The course addresses European human rights standards as they apply to civil and political rights, economic, social and cultural rights, and the rights of minorities. Case studies on the freedom of expression, homosexuality, prisoner's rights, protection of the mentally-ill, the rights of refugees and internally displaced persons, and violence against women, will deepen participants' understanding of the European human rights standards and machinery.

The course is primarily intended for advanced (under)graduate students of (international) law or social and political sciences; civic education and history teachers; and NGO staff members from Council of Europe member states. Participants should have a good written command of English (the course language is English), have high competence and comfort with computer and Internet use, and have regular access to e-mail and the Internet.

HREA Distance Learning Course 6E06:
Project Development and Management in the NGO Sector
22 March-13 June 2006
Instructor: Felisa Tibbitts

This course will introduce the basic elements of project development and management. Step-by-step processes and techniques will be introduced for the various phases of a project life cycle. The course is intended for staff of non-governmental organisations who have responsibility for designing and carrying out a project, but with relatively little experience. Participants will be assisted in the development of a project plan that could be submitted to senior management or a funding agency.

The course involves approximately 60 hours of reading, on-line working groups, interaction with students and instructor and assignments, and is offered over a 12-week period, beginning on 13 September 2006. The course is based on a participatory, active learning approach, with an emphasis on peer-to-peer learning. Participants will do the required readings, prepare interim and final assignments and participate in group discussions and a number of chat sessions.

Geneva Training Course ~ Treaty Bodies

The deadline for applications for the 2006 GTC-TB is August 31, 2006. The course will run from 13 to 24 November, 2006 For the last 20 years the International Service for Human Rights (ISHR) has provided practical human rights training to human rights defenders and public institutions around the world, empowering them to access and use international human rights procedures, standards and mechanisms. Over 450 human rights defenders from over 110 countries have so far participated in ISHR training. Most participants have gone on to become leading human rights defenders in their countries and regions.

Call for Applications for the 28th Annual International Human Rights Training Program (IHRTP)

Equitas will be holding its 28th International Human Rights Training Program (IHRTP) in Ste-Anne-de-Bellevue, Québec, Canada, from June 10 to June 29, 2007. This annual, intensive three-week program brings together around 120 participants from approximately 60 countries.

GOAL OF THE PROGRAM

The goal of the IHRTP is to strengthen the capacity of human rights organizations to undertake educational efforts aimed at building a global culture of human rights. The IHRTP aims at enabling participant organizations to undertake more effective human rights education activities. To this end, the Program places a strong emphasis on transfer of learning and on follow-up activities. Participants will be asked to develop an individual plan for putting their learning into action as part of the training.

Over the past 25 years, the Alien Tort Statute (ATS, also known as the Alien Tort Claims Act, or ATCA) has allowed non-U.S. citizens to sue for human rights abuses in U.S. Courts. Center for Constitutional Rights (CCR) attorneys rediscovered the statute in the 1970’s and, in 1979, filed a claim under the ATS and won the landmark case, Filártiga v. Peña-Irala. In that case, CCR helped Paraguayan nationals Joel and Dolly Filártiga win justice for the torture and murder of 17 year-old Joelito Filártiga, Joel's son and Dolly's brother. This training will provide an overview and introduction to the ATS and related statutes. Sessions will cover suits against foreign officials, U.S. officials, and corporations. Participants will gain insight into the evolution of the ATS and related statutes as wells as current issues and strategic considerations in their use today.

The International Center for Transitional Justice (ICTJ), in collaboration with the Refugee Law Project at Makerere University Faculty of Law, will host an intensive 3-day residential seminar for professors, researchers, and advanced MA and PhD students in the Great Lakes region to discuss transitional justice.1 While policy makers and human rights practitioners in the Great Lakes region have begun to grapple with issues related to transitional justice (TJ) in their work, there is a clear demand from the academic community in this region to incorporate TJ into its teaching and research. In light of recent developments in the Great Lakes region - in particular peace processes in Uganda and Sudan, the Gacaca trials in Rwanda, and transitional arrangements in the Democratic Republic of Congo and Burundi - addressing these issues takes on some urgency

The following are three short courses on human rights offered by the University of Nottingham.

1) Short Course on Human Rights Law - The University of Nottingham, Human Rights Law Centre.

This course is for three months and is run twice annually - September/October - December and January - March. The years course starts on 1st October.

The course provides an in-depth understanding of international human rights standards, looking at the human rights systems of organisations such as the United Nations, the Council of Europe, the OAS and the African Union. Challenges to International Humanitarian Law

Challenges to International Humanitarian Law is an intensive course
organized by the Institute for Human Rights at Ă…bo Akademi University,
in co-operation with the Finnish Red Cross, between 12 and 16 November
2007, in Turku, Finland. Application deadline: 14 September.


The course is intended to provide insights into new developments of,
and challenges to international humanitarian law. International
experts will, inter alia, deal with the interaction between human
rights law, humanitarian law and international criminal law. Issues
such as child soldiers and genocide will also be covered in the

Call for Application: Gwangju Asian Human Rights Folk School 2007

The Gwangju Asian Human Rights Folk School aims to contribute to the development of democracy and human rights throughout Asia. Total of twenty-five (25) invitees from all over Asia who have been working for human rights and peace organizations in their own countries shall be given an opportunity to learn and experience the history and development process of human rights and democracy in South Korea.

Participants will be introduced to Korean history, the movements and struggle for democracy, including the 1980 Gwangju Democratic Uprising, both through theoretical and practical experiences such as seminars, discussions and field trips to the sites of democratization movements in Korea. Included in the program design are sessions on administration of cultural events and youth activities; orientation on documentation and record preservation; and building networks and conduct of international cooperation projects.
