Job - NY: Head of Regional Coordination CICC

NGO Coalition for the International Criminal Court (CICC)

POSITION: Head of Regional Coordination, International Secretariat,
New York

DESCRIPTION:
The Head of Regional Coordination will be based in the Coalition for
the International Criminal Court (CICC) headquarters office in NY.
She/He will provide legal and policy advice to the Regional
Coordinators and Outreach Liaisons and others to develop the
Coalition's global campaign goals of ensuring universal
ratification; effective domestic legislation; international support
for the International Criminal Court (ICC); stronger ICC networks;
and supporting the integrity of the Rome Statute in Africa, Asia and
the Pacific, Europe, Latin America and the Caribbean, and the Middle
East/North Africa. She/He will give special attention to the CICC's
work in Africa, ensuring full development of campaign, capacity-
building and public information goals in key African states. She/He
will be responsible for managing the work of three New York staff
members and 8-10 internationally based consultants.

She/He will help to assess global priorities, share lessons learned
about coalition-building and campaign strategies between regions,
discuss target countries for ratification and implementation, and
review and provide feedback on work plans for each region in
collaboration with the Regional Coordinators and Outreach Liaisons.
The Head of Regional Coordination, in collaboration with the
Regional Coordinators, will help to situate the political, cultural,
and economic climate and local capacity of civil society within a
global strategic context. She/He will contribute overall to
motivating and sustaining the work of CICC members in the regions
through the Regional Coordinators and Outreach Liaisons.

She/He will be responsible for vetting many CICC documents and
letters and will be actively involved in preparing funding proposals
and reports. She/He will facilitate the flow of information and
input of Regional Coordinators to policy making at Headquarters.
She/He will work with the regional coordination section to develop
and approve projects to support members' activities, allocate
budgets in their regions, and make recommendations after
consultation with Regional Coordinators on providing travel support
to members for regional meetings. She/He will also facilitate the
flow of information to account for and otherwise document the
implementation of budgets allocated in the regions.

Some travel is required.

The Head of Regional Coordination will report directly to the
Program Director and will work under the overall direction of the
Convenor.

ABOUT THE COALITION:
The Coalition is a network of over 2,000 civil society organizations
from around the world, working together towards a common goal: the
establishment of a fair, effective and independent International
Criminal Court (ICC). The ICC is the first permanent Court with the
mandate to bring to justice individuals who commit the most serious
violations of international humanitarian law, namely genocide,

REQUIREMENTS:
· Degree in Law, with specialization in international human
rights or humanitarian law. At least 5-7 years of progressively
responsible legal and advocacy experience.
Knowledge of the Rome Statute for the ICC especially welcome; sound
political judgment essential.

· Ability to effectively lead a dynamic team with minimal
supervision.
· Ability to oversee and provide timely feedback on a very
high volume of work produced by regional coordination and outreach
liaison staff at the CICC Secretariat in New York and in regional
offices around the world.
· At least 2 years of experience abroad and extensive
experience working closely with NGOs around the world.
· Excellent writing, advocacy, and public speaking skills.
Ability to interact with NGOs from around the world, government
officials, and intergovernmental organizations with tact, diplomacy,
and cultural sensitivity.
· Dynamism, independence, and strong commitment to the
International Criminal Court and international justice.
· Fluency in English and knowledge of French, Spanish, or at
least one additional language. Arabic or Asian languages especially
welcome.
· Exceptional English writing and editing abilities; and the
capacity to plan and prioritize well and to juggle multiple demands
efficiently in a demanding, fast-paced environment.

The Women’s Rights Division (WRD) of Human Rights Watch was established in 1990 to monitor state-sponsored or state-tolerated violence and sex discrimination against women in all regions of the world. Much of its work consists of gathering detailed information on abuses against women and publishing reports that are as reliable, comprehensive and timely as possible, so as to effect change in repressive practices and improve respect for women’s rights throughout the world. The work of the WRD seeks to expand the scope of human rights work to address abuses against women that traditionally have been overlooked or misunderstood, as well as achieve greater accountability for violations of women’s human rights.

Description: The Researcher will work within the Women’s Rights Division of Human Rights Watch to improve awareness and accountability for human rights violations against women in Latin America and the Caribbean by, among other things, conducting fact-finding missions; writing and publicizing reports, briefing papers, letters, press releases, op-eds, and submissions to international bodies based on the findings; developing and implementing local, regional, and international strategies to change abusive laws, policies, and practices; presenting human rights concerns to government officials, inter-governmental agencies, and the press; and working closely with colleagues in the region to ensure that the work of HRW complements and enhances their own work. The Researcher’s responsibilities will also include monitoring legislative and/or policy developments related to women's rights in the Americas and liaising with human rights and women's organizations in the countries she or he will cover and in the U.S. S/he will be based preferably in our New York office, although a base in Washington, D.C., may be considered.

Qualifications: The ideal candidate will have at least three to five years of directly related post-graduate experience working on women’s human rights in Latin America and the Caribbean, both at a national and a regional level. Experience living in the region is required. An advanced (graduate) degree in international relations, journalism, law, or social sciences is required. S/he must have strong field research and documentation skills; the ability to produce excellent written material under tight deadlines; excellent oral and written communication skills; experience in international human rights law; strong advocacy abilities, including experience with face-to-face advocacy with high-level policymakers; and fluency in Spanish and English (and preferably also Portuguese). She or he should also be able to work under pressure and juggle multiple tasks, be collegial and team-oriented yet able to work independently, and be able to travel overseas for three or more weeks at a time, several times a year.

Ramallah: Legal Researcher Position

Al-Haq is currently seeking to fill two one-year fixed-term contracts for the position of Legal Researcher. The positions are full-time (40 hours/week) and based in Ramallah. The Legal Researchers will work under the direct supervision of the Head of the Legal Research and Advocacy Department. Main responsibilities will include the following:

1. Draft interventions, press releases, and other documentation on violations of international human rights and humanitarian law in the Occupied Palestinian Territories (OPT).

2. Develop research proposals based on Al-Haq documentation and legal reports; carry out research projects in close consultation with direct supervisor; and undertake related advocacy activities.

3. Coordinate Al-Haq's activities on its war crimes file, including review of documentation standards and classification of existing materials.

4. Review incoming reports from Al-Haq's Monitoring & Documentation unit.

5. Participate in planning and implementation of Al-Haq campaigns on human rights issues in the OPT.

6. Participate in department staff meetings and annual planning process for Legal Research and Advocacy Department.

Qualifications:

Qualified candidates will have a Bachelors degree in law with at least three (3) years of relevant experience in research and human rights, or a Masters degree in law with at least one (1) year of relevant experience. Individuals with a background in international criminal law are strongly encouraged to apply. Successful candidates should have substantial knowledge of international human rights and humanitarian law, proven research and advocacy skills, and knowledge of the Israeli/Palestinian conflict. The ideal candidate will be highly motivated, able to work long hours when necessary, self-reliant but committed to working cooperatively in a team environment, able to work well under pressure and capable of coordinating multiple tasks at once. DIRECTOR
The International Network for Economic, Social and Cultural Rights (ESCR-Net) is seeking a Director to serve the Network at an exciting and pivotal stage in its development. ESCR-Net is a collaborative initiative of groups and individuals from around the world working together to secure economic and social justice through human rights, which over the past three years, has evolved as a primary channel for groups working on economic, social and cultural rights to share information and strategies.

The Director of ESCR-Net has primary responsibility for developing the Network in line with the policies and programmatic direction set by the ESCR-Net Board and the issue agenda determined by Members. The Director is responsible for running the ESCR-Net Secretariat, located in New York, and managing the staff.

Specific responsibilities of the Director include the following:
Develop strategy and programmatic direction for the Network, in consultation with the Board and in response to Members’ interests and needs
Coordinate day-to-day activities, programs and administration of the Network, including managing the Secretariat staff and overseeing the administration of funds and financial planning
Raise funds for the operation of the Network and report to funders
Work with program staff to facilitate the thematic working groups, support ongoing projects and develop new activities
Organize meetings, conferences and other events aimed at developing the Network and providing a framework for joint advocacy activities
Represent the Network at international conferences, meetings and strategy sessions, and conduct ongoing outreach for the Network
Follow developments in the field of economic, social and cultural rights (ESCR) with an aim toward identifying strategic opportunities for the Network
Facilitate governance of the Network by working closely with the Board on setting policies and directions and working with Membership
Maintain lines of communication between the different Network structures: Board, Working Groups, Secretariat and General Assembly (Membership)
Oversee the website development as well as other information sharing mechanisms

Qualifications
The ideal candidate is someone who has excellent coordination, management and negotiation skills; substantive knowledge of the field of ESCR; a proven track record or demonstrated capacity to raise funds; and the strategic thinking and organizational skills to build a strong, decentralized, international network that is membership-driven.

Candidates should have the following qualifications (required):
In-depth knowledge of economic, social and cultural rights, and a minimum of 7 years experience in the field of human rights, with progressively greater responsibility, including a minimum of 3 years of management experience
Strong leadership capacity, strategic vision and creativity to guide the development of the network and its project and advocacy work
Strong management, coordination and interpersonal skills to run the operations of the network and to catalyze collaborative work amongst its members
Excellent political judgment and facilitation skills to work with a wide range of civil society groups and interests as well as help position the network on advocacy issues
Capacity to plan and prioritize well and to juggle multiple demands, and to work comfortably in a small, collegial office environment
Proven ability to work effectively in coalitions and partnerships with other organizations

PROGRAM ASSOCIATE

The Program Associate will serve as one of two key program staff in the Secretariat providing support and coordination to ESCR-Net’s thematic working groups and initiatives, amongst other activities and functions. Specific responsibilities include:
Support the development and functioning of existing ESCR-Net issue-based working groups and work with interested members to start new ones; liaise with working group coordinators, member organizations and other participants in the network to facilitate joint actions and information sharing
Provide project management on working group projects as well as various Secretariat projects related to membership, outreach and new advocacy or capacity building initiatives; organize and facilitate international meetings, as well as conference calls
Moderate discussion groups through ESCR-Net’s thematic listservs, facilitating information exchange, engaging groups to participate and identifying strategic opportunities for collaborative work or capacity building
Research and draft reports and advocacy tools related to ESCR, often based on the contributions of and in collaboration with ESCR-Net members

Field queries and other requests from ESCR-Net members and other groups working in the field of human rights, as well as update the website and produce informational materials as necessary

Travel internationally in relationship to ESCR-Net activities, as necessary

Qualifications
The ideal candidate is someone who has substantive knowledge of the field of human rights, including ESCR; strong interpersonal and coordination skills; works well in collaborative processes; and is energized by and comfortable working with a wide range of organizations, working styles, and issues.

Reports to Director of Research & Investigations

PHR is seeking a Senior Research Associate (SRA) to lead its work on human rights investigations in areas of armed conflict, in addition to participating in the work of the Research and Investigations Department generally. Forensic Associate

The International Forensic Program documents human rights violation through the use of independent forensic experts. The program has three key goals: to hold perpetrators accountable, to enable the victims' families to learn (and cope with) the fate of their missing loved ones, and to establish a historical record. Forensic investigations are carried out under the auspices and jurisdiction of various international criminal tribunals and other United Nations institutions. Forensic assessment and viability studies often times are initiated independently as part of Physicians for Human Rights' program on human rights documentation.

Human Rights Watch (“HRW”) seeks a Chicago-based representative to head its development and outreach efforts in Chicago and the Midwest. Reporting to the NY-based Director of Development and Outreach, the Chicago Director will cultivate and directly solicit major gift contributions, support the organization's expanding Midwest constituency, and promote HRW’s domestic and international advocacy initiatives to local audiences.

The Chicago Director will manage the 55-member Chicago Committee; cultivate relationships and solicit funds from Committee members and their contacts, new prospective supporters, private and family foundations, and corporate contributors to support the organization's work; oversee the production of special fundraising, cultivation, local press, and advocacy events in Chicago, including the annual film festival benefit and the Annual Voices for Justice Dinner; manage the Chicago office; and work closely with other HRW staff members to keep existing and prospective supporters informed of HRW's work, organize frequent presentations by members of HRW's staff, and suggest initiatives that supporters might undertake to further the work of HRW.

The Chicago Director will also work with the Advocacy, Communications, and Program staff to design and implement Midwest press and advocacy strategies to promote Human Rights Watch’s goals. The Chicago Director will meet with community leaders, policymakers, and journalists; coordinate the presentation of HRW research and recommendations in public fora; and work with other human rights and international organizations in Chicago.

Additional Qualifications:
The ideal candidate will be a dynamic, creative, self-motivated, strategic, and original thinker with a demonstrated commitment to human rights and/or international issues and the ability to effectively master and represent the mission and program of HRW. The candidate must have at least seven years of fundraising experience, with emphasis on the creation and management of major gift programs; experience overseeing large events; and familiarity with volunteer management. The applicant must possess strong oral and written communication skills and must be must be a disciplined self-starter who can work independently but also function as a member of a team. An advanced degree in non-profit management, fundraising, human rights, international relations, law, or a related field is desirable.

JOB ANNOUNCEMENT:

The Robert F. Kennedy Memorial Center for Human Rights is currently seeking one full-time Program Officer for Economic, Social, and Cultural Rights in the U.S. This position is based in Washington, DC and will begin in the summer of 2006. The application deadline is April 30, 2006.

The Program Officer will work closely with our two US-based grass roots partners: the Coalition of Immokalee Workers and New Orleans Association of Community Organizations for Reform Now.

The Coalition of Immokalee Workers is a membership-led organization of agricultural workers based in Immokalee, Florida, that seeks justice for farmworkers and promotes their fair treatment in accordance with national and international labor standards. Among its accomplishments, the CIW has aided in the prosecution of five slavery operations by the Department of Justice and the liberation of over 1,000 workers. The CIW uses creative methods to educate consumers about human rights abuses in the U.S. agriculture industry, corporate social responsibility, and how consumers can help workers realize their social change goals.

Following the successful Taco Bell boycott, the CIW is leading a public education campaign against McDonald's and its partner brand, Chipotle.

New Orleans ACORN is part of the Association of Community Organizations for Reform Now, the nation's largest community organization of low- and moderate-income families, working together for social justice and stronger communities. ACORN's accomplishments include successful campaigns for better housing, schools, neighborhood safety, health care, job conditions, and more. ACORN members participate in local meetings and actively work on campaigns and elect leadership from the neighborhood level up.

New Orleans ACORN is focused on ensuring the respect for the rights of those displaced by Hurricanes Katrina and Rita.

The International Network for Economic, Social and Cultural Rights (ESCR-Net) is seeking a Director to serve the Network at an exciting and pivotal stage in its development. ESCR-Net is a collaborative initiative of groups and individuals from around the world working together to secure economic and social justice through human rights, which over the past three years, has evolved as a primary channel for groups working on economic, social and cultural rights to share information and strategies.

The Director of ESCR-Net has primary responsibility for developing the Network in line with the policies and programmatic direction set by the ESCR-Net Board and the issue agenda determined by Members. The Director is responsible for running the ESCR-Net Secretariat, located in New York, and managing the staff.

Specific responsibilities of the Director include the following:
• Develop strategy and programmatic direction for the Network, in consultation with the Board and in response to Members’ interests and needs
• Coordinate day-to-day activities, programs and administration of the Network, including managing the Secretariat staff and overseeing the administration of funds and financial planning
• Raise funds for the operation of the Network and report to funders
• Work with program staff to facilitate the thematic working groups, support ongoing projects and develop new activities
• Organize meetings, conferences and other events aimed at developing the Network and providing a framework for joint advocacy activities
• Represent the Network at international conferences, meetings and strategy sessions, and conduct ongoing outreach for the Network
• Follow developments in the field of economic, social and cultural rights (ESCR) with an aim toward identifying strategic opportunities for the Network
• Facilitate governance of the Network by working closely with the Board on setting policies and directions and working with Membership
• Maintain lines of communication between the different Network structures: Board, Working Groups, Secretariat and General Assembly (Membership)

Qualifications
The ideal candidate is someone who has excellent coordination, management and negotiation skills; substantive knowledge of the field of ESCR; a proven track record or demonstrated capacity to raise funds; and the strategic thinking and organizational skills to build a strong, decentralized, international network that is membership-driven.

Candidates should have the following qualifications (required):
• In-depth knowledge of economic, social and cultural rights, and a minimum of 7 years experience in the field of human rights, with progressively greater responsibility, including a minimum of 3 years of management experience
• Strong leadership capacity, strategic vision and creativity to guide the development of the network and its project and advocacy work
• Strong management, coordination and interpersonal skills to run the operations of the network and to catalyze collaborative work amongst its members
• Excellent political judgment and facilitation skills to work with a wide range of civil society groups and interests as well as help position the network on advocacy issues
• Capacity to plan and prioritize well and to juggle multiple demands, and to work comfortably in a small, collegial office environment
• Proven ability to work effectively in coalitions and partnerships with other organizations
• Fluency in oral and written English, with excellent writing and effective public speaking skills
• A record of successful fundraising – or demonstrated capacity – from foundations and other donors

In addition to the qualifications noted above, the following skills and experiences are desirable:
• Fluency in either Spanish or French is highly desirable; fluency in other languages, including Arabic, Hindi or Thai is also desirable
• A Master’s level degree in law, politics, public policy, international development or related field
