Brussels: Universal Jurisdiction Project Coordinator


The Project Coordinator is responsible for the general implementation of a joint REDRESS FIDH project on universal jurisdiction funded by the European Union. The purpose of the project is to:

• Enhance cooperation among Member States in the investigation and prosecution of
perpetrators located in the EU.
• Develop among practitioners regular exchanges of views on common problems faced in
their countries in the investigation and prosecution of genocide, crimes against
humanity, war crimes and torture.
• Strengthen victims' protection and access to justice in the EU in relation to the
investigation and prosecution of genocide, crimes against humanity, war crimes and
torture by exploring the challenges faced by such victims in the pursuit of remedies.
• Support EU-level initiatives and directives aimed at extending mutual cooperation and
bringing greater consistency to the practices of Member States.

The Project Coordinator is responsible for coordinating and accomplishing the following specific
tasks:

i) Building and servicing a network of lawyers, advocates, victims groups, academics
across Europe to share information and best practice on servicing victims' needs,
develop informed strategies that reflect national and regional priorities, and
provide coordinated and strategic input into the development of law and policy on
access to justice at national and EU levels;

ii) Monitoring and disseminating information on legislative and policy developments at
the EU-level and following, analysing and responding to ongoing legal reform and
cases in Member and Candidate States;

iii) Following up on individual cases and developments relating to same with local and
international partners;

iv) Organising international focus meetings to discuss problem areas, best practice
(e.g., investigation strategies, witness protection and trial proceedings; national
implementing legislation), including:

• missions to 9 key new Member States;
• hearings in the European Parliament;
• an expert meeting for national lawyers and victim representatives.

v) Speaking on behalf of REDRESS and FIDH to media, government and EU officials,
NGOs and others.
vi) Produce and disseminate reports on problem areas and best practice, including
reports of past conferences/meetings; comparative report on legislation in all MS

vii) Prepare and disseminate periodic newsletter providing an update on universal
jurisdiction.

viii) Administering the project, including liaising with REDRESS and FIDH administrative
and finance personnel, day to day compliance with budgets, etc.

ix) Undertaking further work as agreed between REDRESS and FIDH.

Ideal Candidate
- legally qualified
- experience in legal and human rights advocacy and policy (detailed knowledge of
universal jurisdiction proceedings is highly desirable)
- experience in criminal law procedure (practical working knowledge of at least one
domestic legal system in the European Union)
- experience in working on EU policy issues
- excellent advocacy skills
- excellent writing skills
- ability to work in English and French

Contract Terms
- The Universal Jurisdiction Project Coordinator is principally based in the Brussels office
of FIDH and reports to REDRESS and FIDH.
- The term of the project is until 30 December 2010.
