PHR seeks a highly qualified, experienced advocate to work on issues arising from U.S. interrogation, detention, and asylum policies. Position is based in Washington, D.C.
Under the direction of PHR’s Washington Director, the Advocacy Associate will implement advocacy strategies to advance PHR’s Campaign Against Torture and PHR’s advocacy safeguarding the rights of asylum seekers. S/he will use PHR’s rigorously researched reports and other advocacy material to defend and advance rights-based anti- torture and asylum policies. S/he will participate in researching, writing, and editing campaign materials, participate in developing media strategies and policy objectives, and represents PHR in coalition meetings and public events.
Key Responsibilities include:
• Implement dynamic and innovative strategies and plans for PHR’s anti-torture and asylum programs.
• Keep abreast of issues in U.S. policy and practice on detention, interrogation, and asylum and advise PHR on best ways to utilize its skills and leadership globally on relevant issues.
• Conduct advocacy with members of Congress and staff to encourage relevant oversight and legislation on PHR’s issue agenda.
• Write and produce advocacy and briefing resources and other materials for the program, including alerts and advocacy communications for PHR’s web-based community.
• Represent PHR at NGO coalition meetings and meetings with Administration officials.
• Monitor, evaluate and analyze trends and policy issues relevant to governmental leadership on counter-terrorism, detention and interrogation practices, and asylum policy.
• Outreach to key PHR members and stakeholders to further educate and engage PHR’s constituency on torture and asylum issues; form key partnerships with individuals and organizations in both the public and private sector to enhance the implementation of programmatic strategies and tactics; develop working relationships with representatives of key medical associations.
• Coordinate and collaborate with other directors, departments and programs within PHR
Additional Qualifications:
• Law degree or other relevant advanced degree.
• Three to five years experience working with legislative and policy issues, either as a congressional staff member or NGO advocate working on Capitol Hill.
• Knowledge of international humanitarian law and human rights, with additional background in U.S. law governing torture and asylum.
• Experience working with media and conducting media interviews.
• Excellent oral and written communications skills in English, keen political judgment, proven initiative and follow-through, the ability to work quickly and well under pressure.
• Experience with constituency mobilization desired.
• Ability to be flexible, efficient and work well in a demanding, fast-paced, diverse professional environment, juggle multiple tasks and work collegially.
• Demonstrated commitment to human rights.
