Call for research experts on indigenous rights in Africa

The Centre for Human Rights, University of Pretoria, together with the ILO and the African Commission’s Working Group on Indigenous Communities/Populations in Africa, are carrying out a research project on the promotion of indigenous peoples’ rights through the implementation of ILO Convention No. 169 and the African Charter on Human and Peoples’ Rights. We are seeking persons with good research and writing skills and extensive experience in the rights of indigenous communities within particular African countries, to undertake desk top reviews of a number of countries in Africa.

The overall objective of the research project is to provide easily understandable and accessible information and analysis of the current level of legal protection of the rights of indigenous populations in African countries as well as an analysis of the needs for further protection. The objectives of the desk study are:

· to document the existing legal and constitutional provisions for the protection of the rights of indigenous populations in African countries;

· to identify the lacunae in this legislation, with additional reference to relevant national and regional jurisprudence and international human rights instruments and to analyse the application of these with reference to existing implementation mechanisms; and

· to provide recommendations on the need for further legal and constitutional protection.

Countries:

Algeria, Angola, Botswana, Burkina Faso, Cameroon, Mali, Mauritania, Morocco, Niger, Rwanda, Tanzania, Tunisia and Uganda.

The nature of expertise required:

Specialised knowledge of situation of indigenous peoples in the particular country is necessary. Applicants should have excellent writing and analytical skills in English language, as demonstrated by the research works and publications of the expert.

Supporting documents for application:

Letter of interest, stating why you are interested and highlighting why you are qualified for the work; also indicate which country you apply for, and provide a motivation why you are suited to do research on that particular country;
A reasonably detailed CV with list of works published and experience in indigenous peoples’ rights issues highlighted;
Two recent writing samples, of which one should ideally be a published work.

Remuneration:

The expert will receive a total of sum of EURO 1200, half of which is payable on receipt of an acceptable first draft of the work. Final payment will be made once subsequent queries and amendments have, to the satisfaction of the Project steering Committee, been incorporated into a final report.
