Brussels - Counsel, International Justice Program

HRW’s International Justice (“IJ”) Program advises and operationalizes HRW’s activities on a range of issues relating to accountability in international criminal fora, devises strategies to obtain justice, and produces written materials to implement those strategies. The IJ Counsel will be based in our Brussels office and will be involved in the organization’s efforts to limit impunity associated with genocide, crimes against humanity, and war crimes.

Working directly with the Advocacy Director and reporting to the Director of the IJ Program, the Counsel will contribute to the coordination of HRW’s work to develop international legal institutions. S/he will primarily focus on issues related to the International Criminal Court (“ICC”) and its current country situations. The Counsel will monitor ICC operations and assist with advocacy at the ICC in The Hague, work in close collaboration with the Coalition for the ICC and other nongovernmental organizations monitoring the work of the court, and conduct legal research and write policy papers and reports. The Counsel may also provide assistance with work on other international justice issues as appropriate. It is anticipated that the Counsel will be required to travel frequently, including to countries in which the ICC is operating.
Additional Qualifications:
The successful candidate will be a lawyer with a deep commitment to human rights and a minimum of three years of practical experience relevant to international human rights, humanitarian, or criminal law. Exceptionally strong research, analytical, writing and communications skills in English and French are required. Applicants must have a track record of first-rate written products. Field experience is strongly preferred, particularly in Uganda, Sudan, or the Democratic Republic of the Congo. International tribunal background is desirable. Applicants must be able to work successfully under pressure, both independently and as part of a team, to juggle multiple tasks, and to work collegially in a diverse professional environment. The ability to travel internationally is required.
