DESIGN, MONITORING & EVALUATION COORDINATOR

The International Rescue Committee is seeking qualified applicants for its competitive bid to the U.S. Department of Labor to implement a project aimed at promoting the elimination of exploitative child labor, particularly the worst forms of child labor in Colombia, through the provision of direct educational services.

The project aims to promote the elimination of exploitative child labor through:

1. Withdrawing or preventing children from involvement in exploitive child labor through the provision of direct educational services;
2.Strengthening policies on child labor and education, the capacity of national institutions to combat child labor, and formal and transitional education systems that encourage children engaged in or at-risk of engaging in exploitive labor to attend school;
3.Raising awareness of the importance of education for all children and mobilizing a wide array of actors to improve and expand education infrastructures.
4.Supporting research and the collection of reliable data on child labor;
5.Ensuring the long-term sustainability of these efforts.

RESPONSIBILITIES:

The Design, Monitoring and Evaluation Coordinator will be responsible for the development and implementation of the project’s monitoring and evaluation strategies and requirements. In collaboration with the Project Director and Education Specialist, they will:

Train country staff on M&E tools and plans
Develop baseline surveys, KAP surveys, and other tools as requested
Develop key monitoring indicators for new programs, redesign existing M&E systems/indicators for on-going programs as needed
Monitor program performance in meeting established objectives
Liaise with program technical specialists of partner organizations and government agencies
Train IRC local NGO partners and community-based organizations in best practice M&E techniques
Develop an action research approach to monitoring and evaluating identified components of the project
Provide remote support to IRC staff
Produce monthly monitoring reports
Perform internal midterm and final evaluations of program activities as directed.

REQUIREMENTS:

Master’s Degree or higher in education or related human development field
Minimum of 3 years of progressively responsible experience in the monitoring and evaluation of international development programs, preferably in education and training or a related field.
Fluency in both Spanish and English.
Related experience can include strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, and knowledge of the U.S. Government Performance and Results Act.
Ability to build capacity of the project team and partners in these domains
Strong writing and editorial skills;
Able to work under pressure;
Strong interpersonal, intercultural and teamwork skills



IRC Colombia
EDUCATION SPECIALIST

The International Rescue Committee is seeking qualified applicants for its competitive bid to the U.S. Department of Labor to implement a project aimed at promoting the elimination of exploitative child labor, particularly the worst forms of child labor in Colombia, through the provision of direct educational services.

The project aims to promote the elimination of exploitative child labor through:

1. Withdrawing or preventing children from involvement in exploitive child labor through the provision of direct educational services;
2.Strengthening policies on child labor and education, the capacity of national institutions to combat child labor, and formal and transitional education systems that encourage children engaged in or at-risk of engaging in exploitive labor to attend school;

RESPONSIBILITIES:

The Education Specialist will be responsible for providing leadership in developing and implementing the technical aspects of the project in collaboration with the Project Director. They will:

Design the formal project plan within six months of grant award in coordination with the Project Director.
Ensure that proposed interventions/activities are based on accepted best practices.
Train project staff.
Monitor program performance in meeting established objectives, redesigning initiatives as appropriate.
Liaise with technical specialists of partner organizations and government agencies.
Development of multi-sector partnerships and networks.
Plan and implement teacher training initiatives.
Develop and field test learning materials designed to improve education quality.
Develop and/or refine pre-vocational and vocational training curriculums.
Plan and implement policy workshops for project stakeholders (national institutions involved in education and labor issues).
Prepare narrative reports for submission to Project Coordinator.
Ensure activities implemented as per established project framework.
Track project budget and field expenditures.

REQUIREMENTS:

Master’s Degree or higher in education
Minimum of 3 years of professional experience in managing the technical implementation of complex basic education programs in developing countries.
Fluency in Spanish and a working knowledge of English are required.
Experience in student assessment, teacher training, educational materials development, educational management, and educational monitoring and information systems.
Knowledge of exploitive child labor issues, and experience in the development of transitional, formal, and vocational education of children removed from exploitive child labor and/or victims of the worst forms of child labor. Additional experience with exploitive child labor/education policy and monitoring and evaluation is an asset.
Strong writing and editorial skills.
Able to work under pressure.
Strong interpersonal, intercultural and teamwork skills.

The Project Director will be responsible for overall project management, supervision, administration, and implementation of the requirements of the cooperative agreement. They will:

Establish and maintain systems for project operations.
Ensure that all cooperative agreement deadlines are met and targets achieved
Maintain working relationships with project stakeholders and partners
Oversee the preparation and submission of progress and financial reports.
Manage project staff and monitor work of IRC partners.

REQUIREMENTS:

Master’s Degree or higher in education
Minimum of 6 years of professional experience in a leadership role in implementation of complex basic education programs in developing countries.
Fluency in English and Spanish is required.
Experience in education policy, improving educational quality and access, educational assessment of disadvantaged students, development of community participation in the improvement of basic education for disadvantaged students, and monitoring and evaluation of basic education projects.
Knowledge of exploitive child labor issues, and experience in the development of transitional, formal, and vocational education of children removed from exploitive child labor and/or victims of the worst forms of child labor.
Strong writing and editorial skills.
Ability to work under pressure.
Strong interpersonal, intercultural and teamwork skills.
