Minority rights jurisprudence digest is a comprehensive yet analytical classification of cases on international and regional jurisprudence on minority rights and, at present, it is the only digest of judicial practice in the area of minority rights. It provides a comparative approach to the study of minority rights jurisprudence and details the emerging international and regional standards in this field. The work covers the principal international bodies that have issued authoritative statements on issues of relevance to minorities. It deals with the jurisprudence of the European Court of Human Rights (Council of Europe); the African Commission on Human and People’s Rights; the European Court of Justice (European Union); the Inter-American Court of Human Rights, the International Court of Justice; the Permanent Court of International Justice and the United Nations Human Rights Committee. Materials from judgments and reports are organised according to key analytical concepts and there is a summary of all the cases cited, along with the corresponding application numbers and the list of headings under which each case has been classified. Minority rights jurisprudence digest will prove to be of considerable importance for academics, practitioners or professionals working in the field of minority rights, as well as for undergraduate and postgraduate students following human rights and minority law courses. Alcidia Moucheboeuf holds an undergraduate degree in Political Science from the Institut d’Etudes Politiques of Aix-en-Provence, and a Masters degree in Human Rights from the London School of Economics and Political Science. She completed this work while working as a Research Associate at the European Centre for Minority Issues (ECMI), in Flensburg (Germany).

Human fights and the environment have become increasingly interconnected. This manual seeks to contribute to a better understanding of this relationship in the light of the relevant case-law of the European Court of Human Rights. Whilst the European Convention on Human Rights does not guarantee a specific right to a healthy environment, the general standards deriving from it may also apply to environmental matters. The European Court of Human Rights regularly examines complaints in which individuals argue that a breach of their Convention rights is the result of adverse environmental factors. The aim of this manual is to present the principles flowing from this case-law in a systematic and accessible way. It has been prepared by government experts from all forty-six member states of the Council of Europe. Terrorism: Protection of witnesses and collaborators of justice (24/04/2006)
The beginning of the twenty-first century has seen a resurgence of terrorist attacks on a scale previously unimaginable. In response, the Council of Europe has examined key areas in which it could contribute to the international community’s efforts in the fight against terrorism and identified the protection of witnesses and collaborators of justice as one of its priorities. In order to combat terrorism, states often rely on the testimony of people who are closely connected to terrorist groups and who are more vulnerable than others to the use of intimidation against them or against people close to them. This may endanger the success of prosecutions often based on long and complicated investigations. Strengthening international co-operation in this field is also a useful means to ensure the protection of those persons whose protection would prove difficult on a merely national basis, given the conditions in the country where they are located. The Council of Europe has extensive experience in this area, based on existing European conventions and other standards. This publication contains the recently adopted standards in this field as well as a survey of national laws and practice in Council of Europe member and observer states together with an analytical report.

European prison rules (31/07/2006)
This book deals with the prison rules that are in effect in Europe and examines in particular all aspects of imprisonment and prisons such as the use of force, the selection of prison staff and the protection of prisoners’ human rights. The book is based on Council of Europe’s Recommendation Rec (2006)2 on the European Prison Rules which was adopted in January 2006. The recommendation continues the work started by the European Convention on Human Rights and the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. The first part of the book contains the text of the recommendation and is followed by a commentary which explains in detail the points and rules of the recommendation. The final section provides an overview of the recent developments in European Prison Rules and is a contextual report which analyses the effectiveness of these rules and the effectiveness of imprisonment as a form of punishment. This section puts into context what prisons in Europe should aim to achieve. This work will be of interest to human rights scholars and students of law, criminology and international relations.

Europeans and their rights - The Right to Life in European constitutional and conventional case law (10/05/2006)
The right to life is the prime individual right in treaty and constitution systems of fundamental rights. The whole approach to protecting this right has changed considerably with scientific and medical advances. Whereas traditionally the concern was to protect life from all threats, today there is the additional very prominent issue of human — scientific and medical — intervention in the life-giving process in such forms as abortion, medically assisted procreation, embryo research, cloning and euthanasia. This comparative analysis of the case law of Europe's constitutional courts and the Council of Europe's European Court of Human Rights examines the nature and scope of the right to life in order to determine whether there is a common legal approach to the question in Europe.
