CRS/Cambodia is a sub-grantee to a USAID cooperative agreement recently awarded to the Asia Foundation (TAF). The objectives of the three-year $4.5 million cooperative agreement are to reduce the number of people trafficked, bring traffickers to justice and empower the survivors to recover from trauma, poverty, and unemployment. This program will have activities in the areas of prevention, protection, prosecution and reintegration. CRS/Cambodia’s sub-grant activities will focus on prevention and reintegration, drawing upon existing capacities in income-generation, health, HIV, peacebuilding, partner capacity building and community development.
Primary Function:
The Program Manager (PM) will be based in Phnom Penh and will be responsible for managing and coordinating the implementation of CRS’ Anti-Trafficking sub-grant, in close collaboration with TAF (also based in Phnom Penh). The PM will make frequent visits to the two CRS field offices to supervise four national program officers and monitor program implementation. The PM will cooperate with and provide technical assistance and capacity-building support to CRS staff and five local partner organizations as appropriate.
Specific Responsibilities:
1. Technical Assistance:
a.Program Assessment: Lead development of baseline, rapid and participatory assessment tools. Oversee all field work and support the analysis of assessment findings and report writing. Assess opportunities for integrating Anti-Trafficking project activities in CRS/Cambodia’s other programs and opportunities for expanding anti-trafficking activities, possibly with other partners.
b.Materials and Resources: Collaborate with TAF and CRS/Cambodia staff to develop project materials. Identify and adapt appropriate technical resources, disseminate them to staff and partners and train them in their use.
c.Staff/Partner Capacity-Building: Identify CRS staff and partner training and capacity development needs as related to implementation of the project. In collaboration with TAF, directly provide, or identify internal or external resources to provide, training to CRS and partner staff as needed.
d.Technical Oversight: Carry out technical assistance visits to field activities and provide on-the-job support and training to CRS staff and partners. Work with the Country Representative and TAF to ensure CRS’ program quality principles and standards are adhered to. Identify and coordinate needs for technical assistance.
2. Project Management:
a.Planning: Coordinate with TAF and work with CRS and partner staff to develop annual implementation plans and quarterly and monthly activity plans. Ensure planning process is participatory and complimentary with CRS and partners’ other projects. Facilitate regular partner planning and coordination meetings.
b.Project Implementation: Provide oversight, guidance and support to CRS staff and partners to ensure plans are implemented effectively and according to schedule. Anticipate needs and problem areas and coordinate necessary support.
c.Reporting, Monitoring and Evaluation: Oversee the development of project reporting, monitoring and evaluation systems. Ensure all activities are appropriately supervised, project data is collected and processed as required and all reports are produced accurately and in accordance with agreed upon deadlines.
d.Budget Planning and Tracking: Support staff and partners to develop detailed annual and quarterly operational budgets. Coordinate with CRS Finance staff to carry out budget planning for the project (APP, cash forecasts), budget analysis and financial reporting. Ensure project expenses are accurately accounted for and cash advances are liquidated to the Finance Dept. according to schedule.
e.Compliance: Ensure partners adhere to donor and CRS regulations governing procurement and project expenditures.
3. Coordination:
a.Internal Relations: Coordinate with TAF, other CRS/Cambodia PMs to identify opportunities for integration and program synergies. Liaise with CRS/HQ Anti-Trafficking policy and advocacy staff.
b.Partner Relations: Act as the primary contact/support for designated partners. Work with CRS/Cambodia staff to maintain effective working relationships with local partners and help identify potential new Anti-Trafficking partners.
c.External Relations: Represent CRS to Government officials, partners, NGOs and other institutions at the field level. Together with the CR and CRS/Cambodia staff, network and maintain and/or develop productive relationships with relevant Government ministries, NGOs and donors at the national level.
4. Strategic Issues:
a.Assist with the development of CRS/SEAPRO’s Anti-Trafficking strategic plan, CRS/Cambodia’s Strategic Program Plan and Annual Program Plans and reports. Help to identify and develop anti-trafficking best practices.
5. Recruitment
a.Assist in the recruitment, hiring and orientation of project staff.
6. Fundraising:
a.Help to identify and obtain follow-on funding sources for the project. Develop new projects and proposals as appropriate in consultation with the CR.
Key Working Relationships:
Internal: CR, CRS/Cambodia program staff in Agriculture, Microfinance, Peacebuilding, Health and HIV, SEAPRO Advocacy staff.
External: Local partner organizations, Government of Cambodia agencies, USAID/Cambodia, other donor agencies, international and local NGOs.
Qualifications:
1.Masters degree in International Development
2.Minimum 3 years living and working in a development context, with international anti-trafficking programming management experience
•Specific programmatic experience in at least three of the following areas:
•information campaigns to increase understanding of the dangers of migration;
•activities to increase incomes among the poor so they do not seek alternative livelihoods;
•improving access to education for vulnerable children, including girls;
•creation of protection networks within communities;
•activities such as skills training programs to help trafficking victims integrate back into society and give them the support and skills necessary to lead productive lives.

4.Demonstrated capacity to work closely with local partners
5.Demonstrated ability to provide leadership in strategic planning initiatives.
6.Demonstrated ability in proposal development, monitoring and evaluation and budgeting
7.Ability to work with, support and incorporate the involvement of trafficked persons within CRS programs
8.Strong interpersonal, cross-cultural, training/mentoring skills
9.Computer proficiency in Word, PowerPoint, Excel and Outlook
10.Written and verbal proficiency in English
11.Cambodian or Southeast Asian experience helpful
12.Professional proficiency in French, Spanish or Portuguese.
