Sierra Leone: CVT Country Director

Country Director - Sierra Leone

The Center for Victims of Torture is seeking a Country Director to oversee a psychosocial mental health project in Sierra Leone for individuals who have suffered torture and war trauma. The position has a one-year, renewable agreement.

Organization:

The Center for Victims of Torture exists to heal the wounds of torture on individuals, their families, and their communities and to stop torture worldwide. We work locally, nationally and internationally to build healing communities where torture survivors feel welcomed, protected and healed.

Responsibilities:
• Program Development: Assess needs of the populations in the program area of torture and trauma rehabilitation. Develop funding proposals. Represent CVT with donors, the host government, international and national organizations.

• Program Management: Oversee all aspects of the program, including: addressing mental health needs of the populations; assuring effective coordination of all parties; overseeing establishment and implementation of program assessments, objectives, activities and evaluations. Select, orient and supervise staff. Provide capacity-building support for the development of a locally-based torture treatment center.

• Administration / Financial: Liaise with headquarters and ensure policies and plans are carried out. Monitor and manage security situation and protocols. Monitor all financial aspects to ensure all fiscal and funder-required policy controls are carried out. Prepare and submit forecast budgets, financial and activity reports.
Additional Qualifications:
BA degree required in International Development or related field. Graduate degree preferred. Minimum 4 years overseas experience in relevant management and supervisory experience in an international non-governmental organization. Familiarity with mental health programs desired. Familiarity with private, US government, UN and multi-lateral funders. Experience with financial management of NGOs. Demonstrated ability in donor proposal development, implementation, project monitoring, evaluation, and negotiating skills. Strong participatory leadership and interpersonal skills. Strong oral and written communications skills; strong computer skills. Excellent organizational, administrative and management skills. Ability to work in unpredictable, politically unstable, isolated environment, lacking in amenities. Fluency in English. Experience working in Africa desired.
