LEGISLATIVE DIRECTOR
The Legislative Director will work in concert with the
Director of Public Outreach and the ACLU of Maryland’s
Legislative Committee. The Director’s responsibilities
cover a wide range of civil liberties work, including the
following duties:
• Identify and track all legislative issues of interest to
ACLU;
• Develop and implement pro-active and
comprehensive strategies to achieve legislative goals;
• Research, prepare and deliver testimony on pending
legislation; write letters stating the ACLU's position on
legislation; research and draft bills and amendments;
• Build relationships with and lobby elected officials
and their staffs; identify and build relationships with key
leaders around the state;
• Participate as the ACLU representative in meetings of
standing and ad hoc legislative coalitions; negotiate with
other advocates;
• Help build the grassroots advocacy capacity of the
ACLU of Maryland;
• Respond to requests from the media on ACLU’s
legislative activity, in collaboration with the Director of
Public Outreach; initiate press conferences as required;
prepare written materials for publication; speak publicly
on the ACLU’s behalf at events and forums;
• Schedule and coordinate all meetings of the
Legislative Committee;
• Respond to requests from and prepare reports for
affiliate staff, membership, and Board;
• Perform other related duties as assigned by the
Executive Director.
Additional Qualifications:
• Lobbying experience or experience working on
legislative matters, preferably involving civil rights or civil
liberties issues;
• Law degree is strongly preferred;
• Substantive knowledge and understanding of
constitutional law and civil liberties issues; ability to
communicate these legal concepts and other complex
issues to a variety of audiences;
• Ability to keep organized in a fast-paced
environment, to manage several projects simultaneously,
and to adjust to frequently changing demands;
• Strong strategic skills, excellent leadership, writing
and speaking skills, strong analytic capabilities;
• Experience as a public spokesperson and advocate;
• A demonstrated ability to collaborate with coalitions
and community groups;
• Ability to work with groups and individuals across
the political spectrum;
• Ability to work effectively with diverse staff, activists
and ACLU leaders;
• A commitment to diversity; a personal approach that
values the individual and respects differences of race,
ethnicity, age, gender, sexual orientation, religion, ability
and socio-economic circumstance;
• Availability to work long hours and some weekends
during the General Assembly’s three month session;
• Ability to commute to meetings and events in
Annapolis and throughout the state;
• A positive, confident, courteous, and professional
presentation style;
• A demonstrated commitment to the goals of the
ACLU;
• Supervisory skills are a strong preference;
• Bilingual ability a plus.
