The Secretariat of the NGO Coalition for the International Criminal Court (CICC) is looking to fill the following position in its office in New York, the United States OR in The Hague, the Netherlands: Legal Officer (Full-Time).
ABOUT THE ORGANIZATION
The CICC is an international network of around 2,000 non-governmental organizations working to support the functioning of a permanent, fair and independent International Criminal Court (ICC). The ICC is the first permanent Court with the mandate to bring to justice individuals who commit the most serious violations of international humanitarian law, namely genocide, crimes against humanity and war crimes. CICC members are from every region of the world and work on a broad range of subjects, including human rights, women’s issues, disarmament, children’s issues and others. The CICC overarching outreach objectives include: promoting education and awareness of the ICC and Rome Statute; facilitating the effective participation of civil society in the ICC process; promoting universal acceptance and ratification of the Rome Statute and the full and effective implementation of the treaty’s obligations into national law. Since mid 2002, the CICC Secretariat is divided between two offices, one in New York and one in The Hague.
RESPONSIBILITIES
This position will provide coordination and legal support (including information sharing, research and consultations with CICC members) for the CICC Secretariat programmes in New York, the United States and The Hague, the Netherlands.
The Legal Officer will report to the Legal Advisor (based in The Hague) and work closely with the Convenor, the Programme Director, the members of the Legal Section and other CICC Sections.
Main tasks:
- Coordinate CICC members, caucuses and teams on various CICC campaign issues;
- Support the campaigns of the CICC through coordination and facilitation of information sharing and consultations with members;
- Contribute to CICC publications;
- Monitor various activities of the ICC and communicate to CICC staff, members and the public;
- Monitor various activities of the Assembly of States Parties, liaise with the diplomatic community on ICC and ASP related issues, and communicate to CICC staff, members and the public;
- Monitor certain ICC related activities at the United Nations (in NY);
- Other legal, administrative and coordinating duties as assigned.
Additional Qualifications:
- Degree in law or corresponding legal experience/expertise;
- At least 3 years of relevant full-time professional experience;
- Knowledge of, and support for, the Rome Statute system and understanding of International Criminal Law;
- Knowledge of the United Nations system, and preferably experience with dealing with United Nations organs in New York (for NY);
- Ability to establish and maintain effective working relationships with people of diverse professional, national and cultural backgrounds;
- Motivation to work for a Secretariat providing services to a network of non-profit organisations;
- Strong analytical skills and ability to conduct comprehensive legal research;
- Outstanding oral advocacy and writing skills;
- Strong communication, coordination and networking skills;
- Experience with civil society organisations, and preferably with dealing with NGO coalitions/networks;
- Fluency in English (and working knowledge of French for the position in The Hague). Spanish and other languages are seen as assets);
- Ability to work under pressure of time and urgent deadlines;
- Attention to detail and ability to work independently while managing multiple projects simultaneously;
- Affinity with the CICC’s goals and objectivities;
- Ability to establish priorities and to plan and monitor own work plan;
- Sound judgment in applying legal and political expertise to resolve a range of issues/problems.
