Health and Justice for Youth Campaign Coordinator
PHR’s Health and Justice for Youth Campaign mobilizes the health professional voice to advance the health and human rights of young people in the justice system. The Campaign operates in key states and advocates for higher quality health services for young offenders; greater options for alternatives to detention and incarceration; limiting the treatment of youth as adults in the criminal justice system, and the promotion of juvenile justice policies and initiatives that take into account treatment and rehabilitation of young people.
PHR is seeking an experienced professional to help set and implement the strategic direction for the Health and Justice for Youth Campaign.
This position is slated to start in mid-May and will be based in our Cambridge, MA office. This is a one year position, with possible extension based on additional resources.
Reports to Director of Constituency Outreach
Duties include:
* Create strategic plan to support PHR's Health and Justice for Youth work in target states
* Collaborate with key leaders in target states on implementation of the HJY strategic plan
* Identify potential state and/or national juvenile justice campaigns with far-reaching policy impacts
* Work with PHR research dept on NYC report; design advocacy strategy with NYC stakeholders based on key findings of PHR report
* Ensure PHR's presence in national and state-based programs to reform juvenile justice systems through outreach and advocacy efforts in, for example, Louisiana, Illinois and Washington state
* Develop and maintain productive contacts in relevant fields, including child health and development, community health, and juvenile justice
* Research and prepare reports on policy affecting youth in the justice system
* Organize conferences and briefings for stakeholders in key states
* Collaborate with PHR's Communications staff to draft and place op-ed pieces and letters to the editor, develop web tools for advocacy in key states, and train select health professionals as spokespeople
Qualifications:
* Bachelor's degree
* Two to three years experience with youth justice, mental health, or related policy matters
* Experience working on an issue-based campaign at the local, state, or national level including recruitment, plan development and implementation, and coalition building
* Strong verbal and written communication skills
* Strong facilitation and organizational skills, attention to detail and follow-through
* Ability and desire to work as a team member
* A strong commitment to human rights and global health issues
* Experience with online fundraising
* Experience using PC software, including email, Microsoft Word and database programs
* Experience with community health issues a plus
* Some travel required

Senior Communications Associate - Media Relations
PHR is seeking a savvy, experienced media relations professional to create and implement media strategies that advocate for and advance human rights policies, influence policy makers and public opinion, and raise visibility for the organization.
This position may be based in either our Washington DC or Cambridge, MA office.
Reports to: Director of Communications
Responsibilities include:
* Create strategic media plans to support PHR’s work in our conflict, custody, and asylum programs, working closely with staff members in the outreach, policy and research departments. Liaise with media coordinator of PHR’s Health Action AIDS campaign
* Ensure PHR’s presence in the international, national, and state-based media to support outreach and advocacy efforts
* Develop and maintain productive contacts in the news media, including foreign correspondents, editors, health editors and writers; press offices of US government agencies, members of Congress, the United Nations, and other intergovernment agencies. Contacts must be from all forms of media, including print, radio, television, and web-based, such as online magazines and blogs. Special attention given to medical trade press
* Prepare press releases, organize press conferences and briefings, talking points and train PHR staff for media appearances
* Draft and place op-ed pieces and letters to the editor
* Distribute media releases and press kits to a broad audience, maintain PHR’s press database, and track PHR coverage and clips
* Liaise closely with the Web Manager and other web staff on web content related to press releases, with specific attention to the Press Room on our website
* Participate in other work within the Communications Department as assigned by the Director
Qualifications:
* Bachelor's degree.
* Demonstrated experience working with all forms of media, preferably national and international outlets and crafting strategic media plans
* Established relationships with high level national reporters and editors
* Understanding of foreign affairs and current events
* Commitment to journalism and international human rights principles

Senior Research Associate
Reports to Director of Research & Investigations
PHR is seeking a Senior Research Associate (SRA) to lead its work on human rights investigations in areas of armed conflict, in addition to participating in the work of the Research and Investigations Department generally. The SRA will work in conjunction with medical or public health experts to evaluate human rights concerns needing investigation, design investigation strategies, manage logistics, carry out investigations, write findings, and engage in advocacy concerning those findings. The SRA will also develop and train a group of medical and public health experts in the investigation of human rights and humanitarian law violations during armed conflicts. The position will be based in PHR's Cambridge, MA office.
Responsibilities include:
* Develop and implement specific PHR investigations projects with an emphasis on areas of armed conflict in conjunction with the Director of Research & Investigations
* Carry out all phases of investigations, including: analyzing the political and human rights issues at stake; managing logistics in advance and on the ground, and leading investigation team, which may include medical or public health experts.
* Oversee study design, instrument development, field implementation, report writing and advocacy relating to investigations.
* Recruit and coordinate the work of other researchers, consultants and assistants both in the field and train medical and public health experts to engage in these types of investigations.
* Facilitate collaborations with other human rights-related organizations.
* Ensure compliance with PHR regulations for protection of human subjects.
* Take primary responsibility for drafting PHR reports and/or journal articles and opinion pieces.
* Coordinate efforts with the Public Policy and Constituency Outreach Departments to engage in policy advocacy in relevant fora, including in relation to governments, the media, intergovernmental bodies, and elsewhere as is appropriate.
* Provide country and/or regional as well as specific expertise on armed conflict work.
* Build and maintain relationships with partners and contacts in-countries where PHR conducts research and investigations.
* Participate in other work within the Research and Investigations Department as assigned by the Director.
Qualifications:
* Five years of human rights experience and an advanced degree in law, public health, social science, or medicine.
* Extensive, varied training and experience in human rights investigations and advocacy, including investigations on violations of international humanitarian law.
* Experience conducting field research in armed conflict settings, including in-depth interviewing
* Demonstrated commitment to human rights
* Sound political and practical judgment and demonstrated ability to juggle multiple tasks simultaneously
* Ability to work under challenging field conditions in settings of armed conflict, and to comply with PHR standards of conduct in the field
* Willingness and availability to travel to developing countries, including areas of armed conflict, for a month or longer and under difficult conditions
* An understanding of human rights law, international humanitarian law, and linkages between health and human rights
* Experience in international health, including assessments of health conditions in armed conflict setting and/ or humanitarian emergencies, highly desirable.
* Exceptional writing, editorial, and speaking abilities.
* Strong management and interpersonal skills
* Capacity to plan and prioritize well
* Excellent leadership/supervisory skills in difficult field settings
* Knowledge of other languages desirable

Forensic Associate
The International Forensic Program documents human rights violation through the use of independent forensic experts. The program has three key goals: to hold perpetrators accountable, to enable the victims' families to learn (and cope with) the fate of their missing loved ones, and to establish a historical record. Forensic investigations are carried out under the auspices and jurisdiction of various international criminal tribunals and other United Nations institutions. Forensic assessment and viability studies often times are initiated independently as part of Physicians for Human Rights' program on human rights documentation.
PHR is seeking a Forensic Associate to work closely with the Program Director in these endeavors. Although the Program Director is currently based in Florida, this position will be based in PHR's Cambridge, MA office.
Reports to: Director of Research & Investigations
Responsibilities include:
* Provides administrative, organizational, and logistical support to the Program Director including making all travel arrangements, completing travel expense reports, ordering equipment, etc.
* Participates in planning & monitoring of field investigations and training as needed.
* Participates in drafting and editing of funding proposals, reports, and public communications including keeping web pages current
* Assures solid internal communication and acts as liaison between forensic program, forensic consultants and other PHR departments.
* Serves as primary liaison for all routine operational matters with Research and Administrative staff in the Cambridge office
* Coordinates purchasing for the forensic program
* Establishes, organizes and maintains chain-of-custody of evidence (evidence management)
* Maintains database for all forensic consultants and volunteers
* Participates in field work as needed
* Organizes and supervises interns on specific projects
* Works collegially with other staff and participates in PHR-general and International Forensic Program specific activities as needed.
* Carries out other duties as needed and assigned by the International Forensic Program Director.
Qualifications
* Masters degree in forensic anthropology/science or a BS in a related field and two years of work experience
* Forensic and/or criminal investigations training and/or experience
* Excellent writing, verbal communication and organizational
* Ability to work independently and on teams
* Sound political judgment and ability to manage multiple tasks simultaneously
* Strong interpersonal skills
* Demonstrated commitment to human rights
* Capacity to plan and prioritize well
* Cross-cultural experience or understanding. Second language strongly desired
* Proficiency in standard computer programs, including database systems
* Willingness to develop skills in forensic investigation through on-the-job training.
