Summary NDI seeks a Program Officer to support its democracy development programs in Southern and East Africa. The Program Officer will work with members of the SEA team in the planning, design and implementation of democracy support programs with political parties, civic organizations and legislatures. The position will be based in Washington, DC and will require occasional travel overseas.
Primary Responsibilities
Draft project proposals Recruit and brief international trainers, volunteers and field representatives Act as primary point of contact for field staff and maintain communications with other overseas partner organizations Develop budgets and monitor financial reporting consistent with donor and Washington based accounting procedures Monitor and evaluate program performance and compliance against grant guidelines Conduct periodic travel to the region for political assessments, new opportunities, develop assistance programs and implement training activities Maintain frequent contact with NDI partners overseas and brief specific country political, civic and business leaders, donor organizations and members of the international community about NDI activities Liaise with members of NGOs, international donors and Washington policy making communities
Qualifications
Bachelors Degree, preferably in International Relations or related subject, graduate degree preferred. Minimum of five (5) years with NDI or relevant work experience in international development, community organizing, political campaigns, organizational development or legislative affairs. Strong interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, US and foreign government personnel, members of donor organizations, funders, and policy makers Excellent professional oral and written communications skills to effectively present information and respond to queries Exceptional writing skills to effectively develop clear and concise proposals and reports Basic managerial skills Living/working experience in Kenya or East Africa strongly preferred Good negotiating skills; able to introduce new concepts Ability to take initiative, inspire and motivate staff Ability to analyze political work, define problems, collect data, establish facts and draw valid conclusions and the ability to think innovatively Well organized and skilled in prioritizing and managing multiple tasks Working knowledge of basic budget and accounting procedures Ability and willingness to travel to regional locations which are often remote and difficult to reach
